Tozen Leokana: a Massey alumnus’ journey from classroom to Cabinet

Te Kunenga ki Pūrehuroa Massey University takes immense pride in the recent accomplishments of one of our distinguished alumnus, Tozen Leokana. His ascent to the pivotal roles of Member of Parliament for South Choiseul Constituency and the Minister of Education and Human Resources Development in the Solomon Islands is a journey marked by determination, scholarly achievement, and a commitment to public service.

Early foundations and academic pursuits

Tozen began his tertiary education at Pacific Adventist University in Papua New Guinea in 2003 with a Bachelor of Secondary Education. His leadership potential was evident early on as he served as President of the Solomon Islands Student Association during his final year.

The next phase of his educational journey was marked by a decade of secondary teaching in the Solomon Islands, enriching the lives of young learners with his dedication and knowledge. His path took a transformative turn in 2012 when he was awarded a New Zealand Development Fully Funded Scholarship to study at Massey University. Tozen pursued a Master of Management, graduating with Distinction in 2015. His research project, titled “Understanding the experiences of small business developments: a case study of local business owners in Choiseul Province, Solomon Islands,” provided him with deep insights into the entrepreneurial landscape of his home country.

Transition from academia to entrepreneurship and politics

The skills and insights he gained at Massey were instrumental in his transition from educator to entrepreneur and, subsequently, to political leader. Tozen shares that his studies at Massey were about earning a degree and building a vision for better governance and sustainable development back home.

A new chapter in leadership

On May 6, 2024, Tozen was officially sworn in at a formal ceremony at the Solomon Islands Government House, with the Governor General, His Excellency Sir David Vunagi, officiating, reflecting on this significant milestone. Tozen says, “Taking on the mantle of Minister of Education is an honour and a profound responsibility. I am committed to forging paths leading to educational reforms and long-lasting benefits for our children.”

His official introduction to the Ministry of Education and Human Resources Development occurred on May 15, 2024. During this event, he says, “I am happy to commence my role as Minister of Education and to work together with the senior management team and staff to implement the ministry’s education reform plan in the next four years.” He also emphasised the importance of work commitment in terms of responsibilities in working with Education Providers and partners to increase access to quality education for all children and young people in the country.

A future built on education

Tozen remains deeply appreciative of the support from the New Zealand Government for the scholarship, Massey University Pacific staff and his supervisors, Professor Joanne Bensemann and Associate Professor Craig Prichard, for their support and encouragement, which he still treasures.

As he embarks on this new chapter, Tozen is an exemplar of how education can be a powerful tool for change. Looking into the future, Tozen articulates his vision:

“It is my vision that every child in Solomon Islands has access to high-quality education that is inclusive, equitable, and transformative. Quality education is the key that unlocks endless opportunities and empowers individuals to reach their full potential. More so, my vision for education is one that is student-centred, innovative, and forward-thinking. I envision a system that prepares each child not only for academic success in life, but also equipping them with the tools they need to navigate challenges, seize opportunities, and make a positive impact on society and the country as a whole.”

His message to Massey students is clear and powerful: “To Massey students, you hold within you the power to shape a better tomorrow. You are the future. Believe in yourselves, dream big, and never underestimate your potential. Your unique talents, perspectives, and aspirations can change the world for the better. Embrace learning with enthusiasm, curiosity, and determination. Be fearless in your pursuit of knowledge and growth, and never be afraid to take risks or challenge the status quo. Also, remember that education is not just acquiring knowledge, it is also about developing character, empathy and resilience. Embrace the values of kindness, respect, and compassion. Finally, be a beacon of hope, progress and empowerment. ”
